The UK and US have agreed to a key bilateral deal that will ensure zero import taxes on British medicine exports being sold in the American market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has pledged to raise expenditure on medicines through the National Health Service (NHS). This pledge guarantees that tariffs on these vital goods will be held at zero for a duration of 36 months.

This deal is in response to previous threats to significantly raise duties on branded pharmaceutical imports, with figures mentioned as high as one hundred percent.

"This agreement with the Britain reinforces the worldwide climate for innovative medicines and brings much-needed fairness to U.S.–U.K. pharmaceutical trade," an announcement noted.

Commercial Importance

Drugs are one of the the United Kingdom's most significant exports to the United States, which is easily the primary market for major companies like GSK and AstraZeneca.

Trade data indicate that in the 12 months prior to September, the UK shipped pharmaceutical products totaling over eleven billion pounds to the US. This value accounted for nearly one-fifth of British export trade in that period.

"This deal protects jobs, increases capital expenditure and paves the way for the UK to emerge as a international leader for life sciences," a government official remarked.

Key UK Commitments

The deal includes several notable pledges from the British government:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it considers new therapies to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a goal to double overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Rebate Cap: The percentage manufacturers must return to the NHS to stay within budget will be capped at 15%. Previously, rebates exceeded twenty percent.

Recent Tensions

The deal comes amid a long-running tension between the pharmaceutical industry and the ministers over medicine costs and NHS adoption.

This friction were intensified by arguments that US patients were paying several times more for the identical medicines than consumers in the UK and Europe.

In recent months, several significant manufacturing plans in the UK have been delayed or cancelled, while multi-billion-dollar investments have been directed toward American operations.

One official acknowledged that the NHS needed to increase expenditure on treatments, noting that its expenditure on drugs had declined as a share of its total funding over the last ten years.
